Participatory foresight and reflexive innovation: setting policy goals and developing strategies in a bottom-up, mission-oriented, sustainable way

Abstract The urgency of current social challenges is driving new approaches to framing and funding research, development, innovation. “mission-oriented” approach the EU’s New Horizons program latest institutional response pressing needs large system transformations we are facing. We view likely targets mission-oriented programs as dynamic entities requiring both adaptive, inclusive responses, anticipatory exploration. demonstrate how participatory foresight methods provide an essential forum process for expression plural, socio-technological imaginaries. As citizens other stakeholder groups have demonstrated their myriad capacities contribute research innovation agenda-setting processes in future-oriented citizen dialogs, argue that such compliment framework coming into play. Participatory engages critical thinking creative activities articulate evolution issues over extended time horizon, seeking diverse perspectives on what goals priorities will come define “missions.” Utilizing outputs from two recent projects, can play role bridging with policy requirements, increase reflexivity systems invest needed resources exploring depth multi-actor interests intersections. Finally, outline possible impact pathways demonstrating these “bottom-up” contributions could be integrated development challenge-led priorities.
